Open Forum: Member comments, issues and/or complaints
A member mentioned that there is brush overhanging the road on the S.E. corner of Cheyenne and Canoe
Open discussion about signs along the Rocky Road area roads (in particular the equestrian signs placed by the Copper Cove HOA)
A member asked about where to find current rules and regulations
we are currently going through all available documents to find if any are available, and will scan/place them on the website.
A member would like local real-estate agents to have access to documents about Rocky Road
A member said he does not think existing documents and rules are legal for Rocky Road
Sheldon responds that he will take these questions about the legitimacy of Rocky Road rules to LAFCo and seek counsel
A member said the website might not be enough for getting information to the membership at large. She feels that there should be more of a presence on social media.
Another member suggests an email "blast" to encourage members to sign-up for an email list to announce upcoming meetings and such.
A member suggests that before doing any paving, we connect with local utilities to find out if any upcoming road-work is pending to avoid having new pavement torn up by utility companies
A member questioned whether the signs on the road are a Rocky Road issue or a HOA issue. She went on to suggest that Copper Cove HOA is directly responsible for the signs, and since Rocky Road area is a sub-set of Copper Cove HOA, that the HOA has the final authority.
Sheldon responded that anything along the roads is an encroachment of Rocky Road
A member suggested that discussion about signs be carried over until the next meeting when Sheldon can get legal counsel from LaFCo and the County Board
Sheldon agreed with this, and it will be carried over to the September meeting.
A member reads aloud a letter from another member concerned about the horses on the road, manure on the road and having to slow down for horses
Another member rebuts the letter and said that speed limits around horses are State Law
A member responds that manure is usually on the side of the road
Sheldon said that these issues should be tabled until the next meeting

Road Trimming and Inspecting Foliage
Sheldon talked about the need for inspecting foliage hanging over the road as a safety issue.
A member suggested that the Copper Cove HOA be solicited to help with tree trimming
Sheldon responded that he will put it on the agenda to contact the HOA about this
The member suggests a work-study be formed between HOA and Rocky Road after new HOA Board is voted in to find areas of cooperation between HOA and Rocky Road
Sheldon replied that he will put that on the next meeting's agenda and that the discussion be tabled for the time so the meeting can move on to other matters on the current agenda
Sheldon said that he would like to have an inspection with Mike and Ken to inspect the roads for foliage and road repairs

Rocky Road CSD Bylaws
Sheldon said he has contacted LAFCo and the County about current bylaws, but was not successful in finding any existing bylaws on record
Mike went by the County Recorder's office and had the same result: no bylaws on record
Credit Cards for purchasing services and products for Rocky Road
Ken said that using Stripe might be a security risk since it requires adding bank info to an online account. Instead, he plans on inquiring with Umpqua Bank about creating a separate account for placing funds and using a card associated with that account rather than having an account with access to all of Rocky Road funds
Caltel has been cancelled
The primary phone for calling Rocky Road is now the virtual toll-free number
A member wanted to test the phone number and called it. A messaged arrived on Ken's phone, displaying that the toll-free number works
Moving Files and Computer to a different location
Sheldon questioned if we should look for a rental place for the Rocky Road files, computer and equipment
A member suggested talking with Copper Cove HOA about a storage shed or closet
Sheldon responded that he will ask the HOA Board about storage
A member suggested liability insurance for storing equipment at Copper Cove HOA facilities
Another member suggested getting rid of all equipment and storing documents in the cloud and using online services rather than a computer
Sheldon responded that some equipment is still necessary
LAFCo Ballot
Sheldon mentioned that there is a ballot in the agenda package for one member from Rocky Road to vote for LAFCo Board Members, if any Rocky Road Board are interested in voting
Repaired leak on Cheyenne Road
Sheldon mentioned that the leak on Cheyenne Road has been repaired
A member mentioned that there is another leak on Sawmill Road
QuickBooks and Computer updates
Adam said that QuickBooks is purchased but not yet installed
Adam would like to ask the HOA Board if it would be allowed to run a cable from the HOA Office to the back room to get a better connection on the Rocky Road computer
Sheldon will put that on the HOA Board Agenda
A member asked about Rocky Road documents being scanned in and made available on the website
Adam replied that the board (Ken and Adam) are working on it, but the documents need to be in clear text to be ADA Compliant
Roadwork and Stop-signs
Sheldon requested information about stop signs
Ken replied that Rocky Road will hire a professional to do an analysis of road work needed
Letter to Membership
Ken visited the County Office and said there is a CD of all county tax payers that can be purchased for $60.
A member said that Copper Cove HOA has a list of all members and would be able to provide that information
Insurance
Ken said that insurance is in place as of this week. There are three different insurance types through the same broker
A member asks if the same insurance can provide insurance for items stored at Black Creek Hall
Blocked Culvert on Choctaw
Sheldon is not sure if we have the authority to request a member unblock their culvert
